The Outer Banks Chamber of Commerce hosted a ribbon cutting ceremony to celebrate the grand opening of Coastal Consignment Boutique, a new women-owned retail destination now open at 1001 S. Croatan Highway in Kill Devil Hills.
Founded by long-time Outer Banks locals and best friends Karyl Rhodes and Mary Phelan Toohey, Coastal Consignment Boutique is the natural evolution of more than a year of pop-up events, markets, and curated sales across the region. The boutique specializes in sustainable women’s fashion and elevated consignment, offering a thoughtfully curated shopping experience for both locals and visitors.
“This is a business with a great origin story. Karyl Rhodes and Mary Phelan Toohey are long-time Outer Banks locals and best friends who have spent the past year building something truly special. Through pop-up events, markets, and curated sales across our community, they’ve proven there is a real appetite for what they offer: sustainable women’s fashion and elevated consignment that speaks to both the locals who love it here and the visitors who can’t get enough of our special region,” said Melissa Harrison, Chamber Board Chair and Peak Resources Administrator.
The new space also features a collaboration with Fresh Design Co., owned by OBX stylist and interior designer Kallie Winter, whose signature take on refinished and upcycled furniture, curated home decor, lighting, and custom pieces share the floor with the boutique’s fashion offerings. The result is a one-of-a-kind destination where coastal style, fashion, and interior design come together under one roof.

“Coastal Consignment Boutique was built on a simple idea — that style, sustainability, and community can come together to create something truly special. This new space is a reflection of the incredible support we’ve felt from our community, our partners, and our friends and family. We’re so grateful to grow here in Kill Devil Hills and to continue building something meaningful alongside so many people who believe in what we’re doing;” said Mary Phelan Toohey.
Beyond the boutique itself, the owners have made community impact a cornerstone of their mission. Over the past year, both Coastal Consignment Boutique and Fresh Design Co. have supported local nonprofits through donations and fundraising partnerships, with plans to expand those efforts through events, pop-ups, and collaborations in their new permanent home.
Coastal Consignment Boutique officially opens to the public on Saturday, April 4, with spring hours running Wednesday through Saturday, 10 a.m. to 6 p.m., with expanded days during peak season.
